Supply and Delivery of Instruments and Tools for Energy Audit 

The Centre for Rural Technology, Nepal (CRT/N), a non-governmental organization working to promote renewable energy, energy efficiency, and appropriate rural technologies, invites sealed bids from eligible and qualified suppliers for the supply and delivery of Instruments and Tools for Energy Audit. 

1. Procurement Details

2. Scope of Supply 

The successful bidder shall supply, deliver, test (where applicable), and provide warranty for energy audit instruments and accessories. The indicative list may include: 

  1. Portable Flue Gas Analyzer with universal probes -1 set (TESTO 340 or equivalent)
  2. Portable Flue Gas Analyzer with universal probes -1 set (KANE988 or equivalent)
  3. Portable Power Analyzer 3-Phase – 1 set (FLUKE-1777 or equivalent)
  4. Portable Power Analyzer 3-Phase – 1 set (Megger MPQ2000 or equivalent)
  5. Clamp Meter – 3 Phase – 2 sets (Power Clamp meter DPM1000 Megger or equivalent)
  6. High Temperature Infrared Thermometer – 1 set (572-2 Fluke_900 degree Celcius)
  7. Infrared Thermometer – 1 set (64 Max Fluke_600 degree Celcius)
  8. Combustion Gas Analyzer Oxygen Sensor – 1 pcs (Sauermann E4500-N – Combustion Gas Analyzer with O2 Sensors)
  9. Accessories 
  • Portable Suitcase for EE equipment – 1 pcs (Portable equipment case for EE applications carrying) 
  • Extension Cord minimum 25 – 1 set 
  • Professional safety helmet – 6 pcs (Professional) 
  • Insulating gloves – 4 sets (Insulating) 
  • Professional safety jacket – 6 pcs (Professional)

3. Eligibility 

Eligible bidders shall: 

  • Be legally registered suppliers or distributors. 
  • Have experience in supplying similar instruments and equipment. 
  • Submit valid registration, VAT registration, and current tax clearance document. 
  • Demonstrate the ability to provide warranty and after-sales service in Nepal. 
  • Self-declaration indicating no blacklisting or adverse performance history.

4. Bid Documents 

Interested bidders may obtain the technical details of equipment by email request to procurement@crtnepal.org with subject “Tech-Audit Equipment-Firm Name”.  

5. Bid Submission 

Sealed bids must be CRT/N Office-Manbhawan or email with subject “Bid-Audit Equipment-Firm Name” procurement@crtnepal.org must be submitted no later than 10 August, 2026 at 5:00 PM. 

Late bids shall not be accepted. 

6. Bid Opening 

Bids will be opened as per the CRT/N rules.  

7. Bid Validity 

Bids shall remain valid for 3-months from the date of bid opening unless otherwise stated in the bidding documents. 

8. Bid Evaluation/Selection Criteria 

a. Technical proposals shall be evaluated based on the following criteria: 

  • Compliance with the required technical specifications and quality assurance standards. 
  • Relevant experience in carrying out similar assignments or supplying similar goods. 
  • Proven record of satisfactory completion of previous contracts, supported by client references or performance certificates. 
  • Quality and availability of after-sales service, maintenance, and technical support (where applicable). 
  • Qualifications, experience, and competence of the proposed key personnel/staff. 

A bidder must obtain a minimum technical score of 60 out of 100 points to qualify for the financial evaluation. 

b. Financial Evaluation and Award 

  • For procurement of goods, 80% weight shall be given to score obtained from technical evaluation and 20% weight shall be given to score obtained from financial evaluation.  

9. Purchaser’s Rights 

CRT/N reserves the right to accept or reject any or all bids, in whole or in part, without assigning any reason and is not obligated to accept the lowest evaluated bid. CRT/N also reserves the right to award the contract on an item-wise basis and to procure any or all items from the successful bidder(s), depending on the competitiveness of the quoted prices and the technical responsiveness of the bids for the energy audit equipment.
